If I Apply To Preliminary Internal Medicine...?

That makes me eligible for next year's match to apply for neuro, radio..etc. But can you apply to internal medicine PGY II? Is a preliminary year some sort of gamble, i.e. in case you don't match for neuro or radio, are you risking your place in IM if you hadn't applied for categorical in the 1st place?
