If this is what you want, then have faith in your vision and go for it. Legally, though, you are going to require witnesses. If you want to have something 'kind of like a reception', then just arrange to have your family and friends waiting for you at a restaurant afterwards so you can all celebrate together. That way, you can still have your intimate ceremony, but your loved ones will feel included in your day as they are invited to the reception and can see you straight afterwards.
